This FAQ outlines the changes to VICTORIA’s Home Warranty Scheme 2026

New legislation to come into operation on or before 1 July 2026 and will replace the existing domestic home building insurance scheme.

Domestic Building Insurance (DBI) will be replaced with a statutory insurance scheme, to be known as the FHWS (First-resort Home Warranty Scheme) which will be run by the new Building & Plumbing Commission (BWP)

 Currently, homeowners can generally only claim insurance if a builder dies, disappears or becomes insolvent.

 Under the new scheme, claims may arise where work is:

  • Incomplete
  • Defective
  • Non-compliant 

The FHWS will be available to support homeowners during all construction stages;

  • Pre-construction
  • During construction, and
  • Post-construction
